How Do You Commission an Oil Flowmeter System?

Commissioning an oil flowmeter system is a structured process that verifies the system is correctly installed, safely operational, and performing to its specified accuracy before being placed into regular service. Thorough commissioning prevents problems from arising in operation and ensures that the system provides accurate and reliable measurements from the very first transaction. A commissioning plan should be prepared in advance, listing all the checks, tests, and sign-offs required before the system is handed over for operations. This plan should reference the design specifications, installation drawings, calibration certificates, and any applicable regulatory requirements.

The commissioning process typically begins with a pre-commissioning inspection—a detailed check of all physical installations against the design drawings and specifications. This includes verifying pipe sizes, meter orientation, straight run lengths, connection integrity, grounding, and conduit runs. All flanged connections and threaded joints should be tightened to specification and leak-tested at operating pressure using a suitable test medium (typically oil, water, or nitrogen). The strainer and filter should be inspected to ensure they are clean and correctly installed before the system is filled with oil.

Once the physical installation is verified, functional testing proceeds—configuring the flow computer with the correct K-factor, meter factor, API density correction settings, and communication parameters. Signal loop checks confirm that all transmitters, sensors, and signal cables are correctly connected and that the flow computer is receiving the correct input values. A zero-flow check verifies that the meter reads zero when flow is stopped, confirming there are no leaks past the shut-off valves or wiring faults generating false signals. Finally, a flow calibration or proving test at representative flow rates confirms that the meter's accuracy meets the specified requirements. All commissioning test results should be documented in a commissioning record that becomes part of the system's permanent documentation file.
